Resumen
During the COVID-19 pandemic, Central American economic elites used their discursive power to influence public policy, especially fiscal and economic policies. This power is based on their ability to create and disseminate ideas through media, business associations, and social networks, thereby legitimizing their interests. The study distinguishes two scenarios: in Guatemala, Honduras, and Costa Rica, the elites wielded significant power, with privileged access to governments and media, promoting neoliberal agendas and structural reforms. In El Salvador and Nicaragua, disputes with the governments limited their ability to articulate proposals, reducing their influence. In short, the crisis demonstrated how discursive power can either strengthen or weaken the political influence of elites.
